I know the bar can only show 10 regen (or degen) arrows, but if you have more, say 9 from healing breeze and 4 from mending, does that still give more health per second?

No, you won't get 13 pips. However, if you have something that's giving you negitive pips, they will balance. For example, you have Mending (invincible!!!), Healing Breeze, and Conjure Phantasm on you. Mending+Breeze=14, Phantasm is -5, so you will have +9 HP regen.

i know it will only show 10 arrows. so when you have 10 regen arrows, you get 14* health per second. if you did have 4+9 regen, would you then get 18.2 health per second?

*basing it on 1.4 health per second per pip (i think that is right)

No. It only shows ten arrows because you can only benefit from ten arrows. If you have regen adding up to more than ten, the extra arrows do nothing except help cancel out any degen you might get.
